What is the Accessibility Strengthening Act (BFSG)?

The BFSG transposes EU Directive 2019/882 (European Accessibility Act) into German law and, since June 28, 2025, requires businesses to make their digital products and services accessible. Unlike the earlier BITV 2.0, which only applied to public bodies, the BFSG addresses private sector actors for the first time. Affected areas include online shops, banking, telecommunications, e-books, ticketing and passenger transport services.

The technical requirements derive from the harmonized standard EN 301 549, which references the WCAG for web content. In practice this means content must be perceivable, operable, understandable and robust, including usable via keyboard and screen reader.
